Garak, the U.S. has been slow to adopt the chip. The deadline keeps being pushed out. Most retail locations now use it, but there are still some notable exceptions. I have yet to see a chip reader on any gas pump. I believe the main reason was the sheer scale of having to change all the readers and software in the U.S. I also recall that we haven't had the PIN requirement added yet because Americans may find it "too inconvenient." We really need BOTH chip and PIN, but for now it's just chip or chip and signature.

Lack of a PIN doesn't really matter when it comes to skimming. The nature of the transaction means that skimming would be a worthless exercise compared to just copying a credit card number off a magnetic strip. However, it wouldn't necessarily help with stolen credit cards, at least until they get reported. I suppose we still have mail order transactions where the number is used, but that's kind of iffy.

Skimming works in a way because it be a while before the credit card holder realizes that anything has happened.
 
I rarely use my debit card - only at places that don't take credit cards or offer a discount for debit - because it doesn't pay cash back like my credit card does. But, skimming is one very good reason to never use a debit card at a gas pump. Yes, your bank will ultimately refund the money, but who wants the hassle of possibly having payments fail for insufficient funds in the meantime.

Up here, those are problematic enough that they've all but disappeared. They're considered an unsecured transaction, and one generally has to jump through more hoops than one would want to process them, particularly with modern hardware.
