The vast majority of Wix/Napa Gold 'spin on' filter applications continue to be made in the US. And in one instance, the Wix/NG 5/1334 anecdote posted last year showed recent production moved from Mexico to the US. That said, in the past used a made in Mexico NG 1334 noticed no drop of in quality.

As for the cartridge filter applications some made in Poland or Korea, many US based filter manufacturers have their cartridges made off shore, eg., S Korea, China. And there's one manufacturer often praised here that have spin on filter applications with Thai and China coo.
 
The sum of the parts is key. Where was the filter media made? Where were the base plates stamped or the steel covers made? The FTC link posted above is a good source of info.
 
I'll buy anything made in Poland or USA if I can. The 1334 Gold has been an issue in my Civic. Knowing that Fram is making Hondas filter I just run the Fram Ultra.
 
Yeah, it's hard to actually know where the filter and materials were made or from. Usually how companies get away with this is have the parts made overseas and then assembled in the US. The ones I find amusing sometimes is when they have products stamped, "Designed in the USA (American flag next to it)".

That seems to be an increasing trend.
 
New Wix/Napa Gold 3718 is no longer made in USA but made in S. Korea. Size got smaller too. Still seems well made.
