I have been in LE for 24 years now. One section under my command is the department vehicle fleet....this includes assigning vehicles, maintenance, purchasing, retiring and equipping vehicles. We were told last year the Pursuit Charger would not be available for 2021in AWD with the V8. Our contact at Chrysler said it had something to do with the length of the ZF8 and the AWD components, if I remember correctly.
Orders for 2020 AWD V8 Chargers this year were out the roof. I also understand the plant(s) where the Chargers and related components are built were shut down due to Covid earlier this year. From my understanding, 2020 models were still being produced as of mid August. I have not talked with my contact at FCA since then as we received our order in early September.
As for the original post, I can see some uses for the Altima. It could be some type of community policing car, could be used for civil process service, or it could be a car someone in the command staff uses. I could not tell from the picture if it had a partition installed but I know Pro-Gard and Setina do not make one for the Altima. However, I'm sure a good welder and/or machinist could modify something and make it fit.
As for the reliability, I bet it would hold up as well as the FWD mid 2000's Impalas with the V6 did. We had several of those last well over 150k miles. Transmissions were the weak point on them.
As for odd police cars, the oddest one I have ever seen was around Texarkana, TX in the mid 80's. It was a Datsun B210. It would have been an awesome cell phone pic. To be fair it did say "Constable" on the side but it had a single rotating, operating light on the roof and he had a car pulled over. Quite a sight to see.
NYC had tons of them. Saw them breaking down and being towed often. The best vehicles the NYPD ever had was the V8 92-96 Caprice. Now it is mostly Explorers.

I have fond memories of the LT1 powered Caprice vehicles. They were tough, reliable, comfortable, and handled pretty well. The last one we turned in to sell at auction had 165k miles and still ran very well.
If more money were available in the budget I'd likely choose Tahoe Pursuits.....actually if I could buy a Tahoe at the contract price, I'd drive one as a personal vehicle too.
