After running... engine "coughs" then starts..

Yard Machines 163 exi briggs. So I git the mower running. New carb, plug, oil, air filter. I mowed the lawn today and when I would stop the mower to empty the bag and then start it again, the engine, instead of firing right up, turns over slowly while popping or coughing, gets faster, and then runs at normal speed. Basically slowly firing and builds up speed until normal. This takes about 5 seconds. Stays running no prob. Is this an issue? Is it normal? Can't remember this happening all these years. Thanks.
 
Maybe the choke is coming back on when the engine is too warm? Or possibly the carb is dripping fuel into the motor? I'd look under the air cleaner at the choke and also look at the plug to see if it is wet.
 
May be overheating due to clogged air passages. Take the top cover off or at least try to look at where the cylinder fins go under the cover to see if there is debris.
 
I would say your carb is leaking possibly in the needle and seat area or float level slightly high or both. Also look at choke when warm.
