Play the rabies card. Rabie shots for dogs are not nearly 100% effective. Talk to the Vet and see if you can order him to request a quarantene of the dog. Even if not...report to the cops your fears about rabies...that should get someone's attention-request a quarantine. Usually the township has a clause about protecting the public from "dangers". Talk to the Township Code enforcement officer. Write a letter to the Supervisors. Or go to the next supervisor's meeting.
If all else fails throw a hamburger with aglass from a broken light bulb mixed in. J/K
Also you could see your lawyer and have him send a certifies/registered letter requesting her supply proof that the dog is rabie free.

yeah it's bad, but... you usually don't go to jail for shooting a dog, the owner on the other hand....well... you will.
it's the owner who SHOULD get the business end, not the dog, the dog just does what a dog does....can't really blame them for that, and thats why you have to be a responsible owner... too many "can i keep him mom?" folks out there with dogs
This problem can't be solved on this board. Any thing concerning animals can get involved and heated. Cruelty to both animals and attacks on humans.
I think the topic starter will have to work this one out with his local law enforcement personnel.
