Yeah, if I remember correctly New York will aggressively audit the wealthy should they want to move. A decade ago they started offering free State College Tuition if the student signed a contract not to leave the state for at least 5 years after they graduate.

That is often referred to as "brain drain". Young people with the "right stuff" leave dying areas for prosperous areas.

The European Union has been catastrophic to the long-term health of some member states like Lithuania. All the promising young adults leave Lithuania for Ireland, France, Germany, etc. This leaves EU member states like Lithuania in a grave future as a result of "brain drain". It is actually a huge issue for the long term viability of a state, nation, etc.
