New Plugs, O2 sensor, check PVC, Check clean and or replace air flow sensor if required, high octnane good brand of gas, fresh oil change, and anything else a tune-up requires could improve HC numbers.

Totally disagree, while many do under perform Eastern has been building excellent cats with at a minimum the same amount of wash coat and in many cases more than OEM.
Most cheap universals are sub par as is dare i say it Walker and Bosal.

Do you put the Magnaflow, and Car Sound/Catco 49 state, direct fit units (NOT the universals) in the same sub par catagory??

This is also a good time to run some Seafoam through a vacuum line to remove garbage that sticks to the intake valves.

I called on one of the local dealerships, whose service department has been notorious for ripping people off, especially the Chinese senior citizens who are all over around this town. They talked $4000.00 for this. I am not kidding. Four thousand dollars.
When a condenser failed on The Beast, the same dealer five years ago told me I needed a new transmission. I am still driving that transmission today. That is when I quit using them.
I wanted to see if they are still scammers, and they are.
So I called a local muffler place. He said this will run about $400.00 and need a half-hour wait. He said he has after-market CAT units that will get this car into compliance. He said they are not as good as original equipment, but have a three year parts and labor guarantee.
"Buddy, I hear stories like yours every day. They smell blood, and try to bend you over... and then they @#%&*@#%+@."
He told me in June 2013 to call and make an appointment.

I honestly don't know as i never used them, i have used Walker and Bosal 49 state and had poor results with them especially Toyota's and some GM.
Eastern even has special "problem vehicle" units.
Like anyone else if i use a company's product that works well consistently i try to stay with it.

Like paulo57509, I too live in California and recently used Magnaflow's CARB certified converters to pass smog due to high NOX. The numbers went down quite a bit.
I installed them myself. Exact same fit as the originals. They bolted up no problem and are very well made.

Removing cats is a federal crime and is illegal in all 50 states. It doesn't matter if your area doesn't do emissions testing, it's still illegal. Thanks so much for polluting the air all of us breathe, it's so very considerate of you.
