'90 Ranger Front End "Shimmy"

I have recently noticed that my Ranger has a slight front end wobble that can be felt through the steering wheel at low speeds. It is not noticable at higher speeds or which a hard acceleration.

What would be your first approach to diagnoising the problem?

I seems to have just started and the tires are getting very worn. Could it just be the tires?

Sure it could be the tires.
Start with the simple stuff. Rotate the tires and see if the shimmy changes any. While you have the truck up, check for worn steering and suspension components, ie, tie rod ends, control arm ball joints etc.
Chances are it's the tires if nothing else is worn.
I try to rotate tires on our vehicles every other oil change to make sure things are wearing relatively evenly.
