That thought is overused. All of my nieces and nephews are between 19-27 and can drive a manual. You wouldn’t assume they could if you saw them.If you have manual trans they probably won't bother.
I had the impression that in order to receive tracking device near you on my Samsung A53 5G that I had to install an app for that. I looked on Play Store and the ones I tried all required a fee, so I don't have any of those apps.They no longer have to be “sophisticated” to see if there’s a tracker. Both Apple and Samsung tags now alert ALL phones when a tag is moving in sync with your phone.
I think this came about from soon-to-be-ex-wives dropping trackers in their man’s car to see who his booty call was, shortly before offing them both in a fit of rage. This may be a slight distortion of the actual way it came into effect, but that’s why. Privacy concerns to make sure you can’t use those tags for nefarious reasons.

Its default on Apple. If an unregistered AirTag stays in proximity iPhone will alert you that your being followed. While there are apps to detect tracking devices, I think they have to be loaded by the phone owner on Samsung phones, and maybe also Apple phones, but I'm not sure about this.

This is just getting worse with authorities , all across the country are in a constant fight over what to do with them once arrested. After our brave , dedicated LEOs put it all on the line to catch many of these dangerous people , the powers that be are in a serious fight as some want to just let them all go (no matter the crimes) and others want to follow the rules of law and give them what they really deserve. Even worse is the fact , I am sure there is not enough place to lock up all these criminals our society has in many ways created. We are teaching them they do not have to worry about punishment or paying for what they have done when caught no matter what the crime.There is not enough deterrence. If thieves were more afraid of [likely] repercussions like jail, fines, loss of income, shame, beat-downs, future opportunities and possibly being maimed or killed there would be less theft.
How we get there? I don't know. All this modern tech, cameras everywhere it should not be this hard to catch the MFrs. I'm a big fan of legitimate community service... guy doesn't loose his job and turn into a burden on society and we get all our labor costs for trash, highway and waterway cleaning, fire watch, shoulders and medians mowed and trimmed, sorting recycling etc. How about force them to help the night asphalt crews all summer?
