The engine may be running lean/hot through this RPM range for emissions and uses the EGR system to cool the combustion chamber reducing NOX emissions.

If the EGR is deleted, you may just have to tune fatter in this range, or retard timing?

Depending on how it is tuned, yes. Just because it isn't the stock carb doesn't mean its tuned correctly for your engine. Have you taken it to be tuned at a dyno shop? That might actually be a good option if you cant/don't want to do it yourself. If you already have had it tuned, they obviously didn't tune it right or it wouldn't be doing that.

Have you altered the intake/exhaust emissions stuff since you bought it? That change might have thrown off the jetting?
