I got the t-stat replaced. It was pretty easy. The only thing that took some time was burping the system completely.

The new t-stat does open right near 203F. However, when cruising down the highway at 75MPH and outside temps below 30F, once the coolant goes above 203F, it then will bounce around between 190F and 200F. It isn't consistent at all and it doesn't seem to stay above 200F like you'd expect. Does the t-stat have some hysteresis to it?
 
Mine does the same. It will bounce around on the highway but in traffic it will be between 200F and 220F.

Did all pentastar equipped grand caravans run the cooling fan all the time? I do not think our 2013 did this. I had the hood up many times at idle and the fan(s)? remained off.

Fan only comes on when needed on my Pentastar equipped Ram 1500. 1500's even have shutters in front of the rad that close at highway speeds, supposedly for aerodynamics. My 2017 Ram takes a good 8-10 miles of regular driving for the cab to begin to be comfortable (for me) in very cold winter temps.

The cooling fan is designed to come on low speed and remain there and only kick to high speed when the thermostat opens or there is excessive heat or when A/C compressor is running. It doesn't come on right away as soon as the vehicle is started. It's delayed by the ECM.

There is a resistor for the radiator on the passenger side of the rad fan shroud near the top. You will see the wiring harness that goes to the Rad-fan continue on to this resistor.
