2008 Dodge Caravan 3.3L. I am about to flush the radiator and refill. Dodge states that I have to use Mopar brand radiation fluid - HOAT equivalent. Anyone know the truth to this?

Only use a HOAT coolant. HOAT stands for hybrid organic acid technology. You can get this with Zerex G-05; you do not have to purchase MOPAR. Whatever you do, don't use Dexcool or propylene glycol.
 
And dont use the all-brands Prestone stuff either. Ford dealers sell similar Motorcraft gold coolant (almost the same as Chrysler stuff) for less.
 
Zerex G-05 is an equivalent, however, it is a light yellow and the MOPAR stuff is dark orange.

However, both coolant will perform equally.
 
chrysler decided to add a dye to their G-05, just to confuse things.
I still catch people trying to put dexcool in because they're going by color vs. owners manual spec.
