It will tell you. Upstream O2 sensor ...downstream O2 sensor. As those two begin to match in output with a delay, then the cat is determined to be shot.

IIRC, the cat soaks up and releases free O2 depending on if the exhaust is rich or lean. When it stops that out of phase action ...it's done
