My buddy is looking at buying a 2006 Accord EX V6 w/86k miles on it. The owner mentioned that the VSA and CEL are on (not 100% sure if the VSA and CEL correlate). I have been trying to do some research on what the issues can be but haven't been able to get a legit answer.

Wondering if you guys can help out. The car was in a front-end accident...twice (an old lady drove the car before this guy brought it airbags did not deploy). Thid was back in 2018. I'm Thinking maybe the body shop didn't reset the light? The seller is asking $4,400 for the car btw. My friend doesn't really care about the accidents. It's going to be his work vehicle. We haven't seen the car in person yet

Most likely they are. It's common for Asian vehicles to turn on the traction and/or stability control lights when you get a check engine light. The newer Toyotas and Subarus will turn on 3 or 4 lights when you get a CEL.

Let us know what the code(s) are. If your scanner doesn't work, the free code scan at an auto parts store should work.

Try to find out if it's ever had a timing belt kit done. It's due right now but it really should've had one done at the 10-year mark back in 2016.

When he replaces spark plugs at 100k, he should also do a valve adjustment.

I just zoomed in on the pictures. The whole front end of the car seems misaligned. The fender doesn't align well with the hood. The front bumper looks a little misaligned. The rear looks all out of wack. I mean, the car is almost 20 years old. But, it needs about $2000~ worth of work (Cooling fan doesn't work roughly 750 parts + labor if the VSA light is on because of a speed sensor, that's $215~ parts plus labor and the water pump along with the timing belt has not been changed. That is another $670~ and let's say $300 to realign the body panels.).

I could probably help my buddy with the cooling fan and speed sensor. But, I don't particularly appreciate doing things related to engine timing. So if he can get the seller down to $2500~, I'd take it. If not, pass. It's got low miles, new tires, and brakes. But needs work.

+1 scan it!
There could be many triggers for CEL + VSA.
In my old Accord, I had “random misfires” codes and “crank position sensor intermittent operation” codes. CEL + VSA was triggered then after a couple of days car went into limping mode (CEL flashing).
The problem was aftermarket starter changed year before. The car is learning/correcting cranking pattern constantly. Aftermarket starter introduced some variables not expected by the ECU.
The fix was to connect bidirectional scanner and execute Crank Pattern Learning procedure.

The seller said he'll check the codes and let my friend know what pops up. It's got low miles but definitely needs some love

Walk away from this turd. I just offered a co-worker $5000 for a loaded, turnkey, clean, excellent running 2011 ML350; and I'm a Honda fanboy.

According to you, it needs another $2000 in repairs and that's probably a conservative number. Plus, it's a 2006 from IL, and you know very well what that means, as I do, living in the rust belt.

I found a better car for him. 2007 Toyota Camry XLE V6. 128k miles. 2 owner car. Seller is asking 5300. I got him down to 4300. Other than a dented truck and the rear bumper needing paint, looks like a good car. The car was in a minor accident on the reard (explains the dent and messed up rear bumper). It does say the car failed an emissions test last year. I wonder if it passed this year or not. I think that dent can be knocked out with PDR.
