I bought OE parts from FCP Euro for my E46. OE means the part is made by the same manufacturer that supplies the part to BMW. OEM means the part was made by a manufacturer of parts for BME but does not supply this part to BMW.

OEM: Mahle/ Behr, ATE, Bosch, GKN, ZF/Lemforder/TRW, etc. etc. Parts made by BMW suppliers. Like when you buy M3 wishbones but made by TRW, who makes them for M3. Or Lemforder wishbones for regular 3 series, which is a manufacturer of BMW branded wishbones.
