2001 Camry 4 cylinder...

Hi guys.
I need a help here.
2001 model SXV20R 5sfe Camry auto.
engine cold start idle speed sitting around 900RPM then surging.
cleaned the IAC valve by spraying carby cleaner in the hole in the bottom of the throttle body,Removed the electrical solenoid and span the IAC valve shaft seems to be nice and free.Defenitly not sticking.
Replace Engine coolant temp sensor.Check IAT sensor resistance seems to be ok. Throttle body nice and clean.What are the three vaccum hoses connected to the top of the throttle body?When i disconnect them no vaccum present.
what else could be?

when i cleaned the throttle body and IAC valve, I reset the ECU by disconnecting the battery negative for 10 min.
May be IAC valve electrical solenoid is getting weak?

My coworkers 03 Vibe does this. Might be a Toyota thing. On the forums they call it "moosing" as it sounds like an animal, somehow. The consensus is a bug in the programming. Though if it just started after ten years, it's hard to blame it on software...

When I clean IAC valves I like to put my thumb over the inlet. Forces it to open all the way fighting for breath. Then I release the thumb and it overshoots and compensates. Also a good test of the system.

"They" say you shouldn't monkey with the base idle screw if you have one, but give it half a turn, remember how much, and see if that helps it.

Your vacuum hoses sound like ported vacuum; present only with the throttle open. Probably go off to smog related stuff that's not active at idle.
 
Sounds like early stages of sudden acceleration
