You can read in the manual, but one way to check the EGR is to pull off the vacuum line (cap it with a nail) and attach a vacuum test pump to the valve. When you pull a vacuum with the test pump, the car should run worse. As I said, read the manual for the exact test procedure.
 
Follow the vacuum hoses back to the VSV. It is on the back of the engine block just under the cylinder head. It will have two hoses connected to it and a electrical plug in. A bolt with a 12mm head holds it to the block. Toyota gets about 35$ retail and probably keeps it in stock.
 
I had this prob. on my tercel. Did you clean out the EGR pipe between the EGR valve and the intake manifold? Mine was full of #@$%! leaving but a pinhole-sized passage. I cleaned it, light came back on. I had to take off the intake manifold and clean out the port on it that the EGR pipe connects to. Problem is still gone about a year later with no parts replaced.
