14 kmpl down to 10, what should I be looking at

The previous tank netted me 166.4 km from 15.8 liters. that is 10.5 kmpl. Most previous, including previous winters, were in the 12-14 area. There was no real driving or idling differences. Car has a 650cc engine, and post radiator temp never got past 160 in winter. Temps are 9C down to -4C average. It occurred suddenly, and I filled up early because the first hash mark that usually indicates 100 km, indicate about 50 km. I filled up thinking that the station didn't top it off, but I am almost to the second hash at 100 km on the second tank. Things that I can think of to mention

1. CV boot has pulled back. GOing to get it fixed soon. $700
2. Winter fuel, really wintery fuel, never noticed a drop like this before.
3. I may have a fitting in the intake loose. The vacuum gauge doesn't show it though. Idle and vacuum haven't changed. No MAF to skew.

Oil got changed during the first bad tank. Tire pressure is about 90% max. Oil change place dropped it down a few kpa from where I had it, so I will get it back up soon.

Fuel filter is in tank. Air filter isn't that old. IF there is a vacuum leak, it has been there for a LONG time.

Do any of the things mentioned lead to lower mileage?
 
Check her again [another tank].
Cold weather and short trips or idling will make a big difference.
If there are no codes, these are #1 and #2.
 
Price of fuel went up 4 yen per gallon, so I was going to fill up from 3/4 of a tank, but I may just wait to get it down low before I fill up. What say you? It is a 1999, but there is no OBD-2(J-OBD) until MY2000, and didn't get widely accepted until MY2003. I have the port, but my Scanguage 2 won't connect. No CEL.
