'01 Ranger Steering Wheel Shakes At All Steering Angles

2001 Ford Ranger 4.0L 2WD auto 197,315 miles
Issue with pickup when turning the steering wheel either left or right and as soon as wheel starts turning, the steering wheel & front wheels shakes. This occurs even when up on jackstands. It does not occur when the engine is not running. It occurs when driving too. See photo and video of the input to the rack. What's going on here? First, is this an impending failure? I'll not drive until that is determined. Then, what is the proper remedy? Is it a straightforward fix to solve? I appreciate the help.

no. I assume the issue is with the steering.

This issue happened right after being towed below 50mph with rear wheels only in the air, in neutral.
