Probably so. I would say, however, that without those incentive programs, Tesla probably doesn't take on this endeavor. No one is making a program like this work without that help. A lot of companies couldn't make it work even with those programs (Lordstown, NIkola, Volta, etc).

I read this morning that Ferrari believes that they have proof that Merc is sandbagging their engine performance to keep Ferrari within the 2% margin, denying them the ADUO window.
