The actual generator head in my Winco generator head has no brushes, only a stator, rotor, couple of diodes and capacitor. Yet others have brushes and a voltage regulator circuit board.

The design without brushes and a circuit board sounds like the least troublesome.

So why have brushes and a voltage regulator circuit board?
 
The Wincogen site has a "How Generators Work" that explains the difference, and the applications for each.

Your guess is wrong. It has to do with the application for each.

Your generator is likely equipped with a brushless alternator, as are many inverter-generators:
