I see rust under the hood, (drivers side front). I would also be very wary of why he dropped the price 1,000 dollars and doesn't want you to "bother anyone in the shop." Now, it could be they simply let him park it there as long as "no one bothers us." But it could also be they know it's a dog.
If you're really interested, check it out completely and use four of the five senses, (unless you want to taste something on the vehicle).

Looks like it was used as a plow truck. That's really hard on the half ton suspension and drivetrane ...
you could part it out for that much easily, but just from looking at it it's hard to say wether or not its actually worth buying for driving
What year and what mileage? Assuming it's a 350/4L60E combo, and the mileage isn't too high, and everything is working correctly-$1200 isn't too bad. Awful lot to break on those, especially if they're loaded. Good news is they're so heavy that scrap value is probably $500 if it dies!

test it out and see. its hard to find anything that runs and drives period for $1000
while i see the other guys concerns if it runs and drives pretty good and doesnt have frame damage anywhere it would seem a good buy if your looking for a large older SUV/truck that will get 10mpg.
ive seen things that look way worse for $1k. take it on a long test drive and see how it runs and drives out.

Being in PA, you know about rust, right? Also with an old luxo barge 4x4 , you had better be a proficient DIY mechanic. I had Grand Wagoneers for 20 yrs. Best thing , I can say is that they were easy to wrench on because it was nearly constant. The good news is that there should be lotsa these in the junk yards to get parts from. If you have to pay for labor, run away. That is why my current 4 WD is a base model Ranger. A lot less stuff to break.

For the price if gas mileage isn't an issue and it starts and drives ok and nothing major is wrong and it would only need minor stuff to pass inspection like brakes or rubber brake hoses or a suspension part or two i say why not. But there's not enough info here to give a real answer.
Plow attachment on a 1500 = absolutely no. Let someone else deal with that beat up rust bucket.

The naysayers kind of forget that I have an F-150, so,
Ok. I talked to the guy on the phone. Says that it was used as plow before, and that he still had the hook-up. Interior looked clean, but it is as some other members here have said, he said "Needs some things to get to pass inspection."
I think it looks good on the outside but my instincts are leaning to pass. Still need to get this stupid engine in my S10 fixed!
As to the rust thing. Out of POR15, Rust Bullet http://www.rustbullet.com/ Or taking it to that Krown place in NY State (where is it?) I will agree that we have had some [censored]-ish salt on our cars. Taking the F150 to get washed.

Present general status is that I don't call the guy back, let someone else buy it for the best offer that is indicated, and think about where that place in NY State is as to rust treatment. Is it called Krown? The F150 made that loud starter grind noise when the key was turned after about a 4-5 hour roadtrip last night, mostly highway, Rt 130 by Trenton all the way up.Did so 5 times, loudly, then started. That, plus the other vehicle's issues, say that I will likely pass.
Taking the F-150 out to the airport today. Glad I asked here first! This one is the extended cab.. It is nice, but thank you for dissuading me out of the Suburban.

Once it starts rusting Krown isn't going to do much to stop it. Krowning an 18 year old heap is like putting lipstick on a pig.
On a $1200 clunker you WILL find holes. This is about the time for sheet metal flashing, rivets, and self tapping screws from home depot. And bondo with flat black spray paint to make it pretty. Learn these skills and you'll be in beater heaven.
Oh, and flaring brake lines. Dirty nasty work with fluid dripping on your hands and gear but the parts are cheap.
