wobble in the steering wheel

I feel like Wal-mart kind of screwed me over by not pointing this out to me when they balanced my tires a month ago. But either way, it's messed up, the problem though is still not knowing if I need to replace the rim or just the tire.

Isn't that what I did in the video?

The video appears to show you just rolling the wheel around on the garage floor...
 
I don't see how that would help, I already know it wobbles

Go to a real nitty gritty tire store, not a walmart, on a weekday morning when they aren't busy, and have them look it over.

Maybe they'll be friendly and have a "take off" they can let you have for cheap.

You need both tire and rim. If you put a new tire on your rim you'll trash it in short order.
