My F wipers no longer work. I had been running them when there was snow and ice (upstate NY).

The wash works, but not wipers. What/where protects the motor such as a fuse or CB or thermal relay.

I have now done a very good job of cleaning any ice or packed snow around the wiper arms.

If its a thermal relay how long would it take for things to cool down so they will work again?

And its mighty cold here, like 10F.

Check fuses, wait for the relay and make sure you have not stripped the little teeth off of the inside of the arm where the motorized cylinders (also with teeth) drive the arm. Also check the wiper motor if it is visible on your vehicle. Any bent/damaged connecting pieces to the drive?

One thing to check is there may be a small plastic bushing on the wiper motor output shaft that connects to the wiper arm carriage assembly. It's a common problem for some Chryslers, maybe it's the same setup for your Jeep. When the bushing wears out, the motor output just spins and spins inside the connecting hole on the carriage, but does not make contact with it so the wipers won't move. This often will make you think the motor is bad when it really isn't. Check the bushing first. You will probably have to remove your windshield cowl for access to it, but you need to do that to be able to check the motor anyway.

Letting it sit overnight to reset any possible thermal thing did not help. With key on, engine off (quiet), I turned on wipers and did not hear anything like a wiper motor.

OK, the owners manual said there was a CB for the front wiper in the under dash fuse panel. Not there. I found a thermal relay for the front wiper in the engine compartment fuse panel. I went to NAPA and got a new one and pushed it in place. Wipers did not work. NAPA only has them because they do go bad I guess.

Went out to car at lunch to do one last check that I had changed the right thermal relay and the wipers worked and have worked the rest of the day. I was ready to order new motor from RockAuto.

I cannot explain why they did not work as soon as I pushed in the new thermal relay.
