Windows 10 - sound way too loud even at 1%

This is driving me nuts. My gaming PC runs Windows 10 and regardless of what audio device I am using (I have tried several sets of wired speakers (3.5mm and USB-DAC type), several pairs of headphones, and several different bluetooth speakers), even at just 1% the volume output is WAY too loud.

What can I even do about this?
 
What does your volume mixer sliders look like?

What is your current sound setup? (Aftermarket sound/USB DAC/Headphones, etc)
 
I wonder if it's some kind of sound driver being broken because I had one where the screen brightness was stuck to max and wouldn't go down even though it'd show me cranking it lower on the laptop.

That's what I'm thinking too. I would suggest going into device manager and uninstalling all your sound drivers. After they're uninstalled, restart your PC and the drivers will be "reinstalled" automatically. Try it out after.

Yeah I think I remember doing this on the youtube video I watched and my screen brightness adjustment worked again after a restart.
 
Alright so not sure what the actual issue here was but I started having other issues today that led me to just nuking it and reinstalling Windows entirely and now everything is fine.
