Will a PCV catch can reduce blue smoke emission?

The blue smoke coming out of tailpipe only happens when my '95 Tercel (>300K miles) is started on Monday morning while sitting over the weekend. The car has failed Maryland emission test twice last month due to high HC in the emission. I have put a 14 oz bottle of Motor Honey during a recent oil change which does not seem to reduce the blue smoke. I have changed EGR valve, EGR modulator, and VSV, but haven't changed the spark plugs yet. Will a PCV catch can help my car pass the emission test? Any other suggestions? Thanks.

Blue smoke on start up is usually valve stem seals. Motor honey and a catch can won't help with emissions.

Does the sign of blue smoke cause high HC content in the emission?

It would only help if the PCV was stuck open. A new pcv would be faster and easier.

More likely valve stem seals.

You very high mileage engine is worn.
Some cause for oil use is rings, and some valve guides/seals.
A catch can goes in the right direction somewhat, but don't expect it to make this car pass.

hc= unburned fuel or a dead cat.
how much oil does it burn?
a friend had a chevy truck that burned a qt in 200mi that fast passed echeck.that is if he put the new cat on it before the test and took it off for storage till the next test.this rate of oil burning would destroy the new cat before the next test.

Make sure the engine is good and hot before the test.

I had a Saturn that burned a quart in about 300 miles, and it passed Nevada emissions twice. The numbers were dramatically lower after 20 minutes on the freeway than if I just drove it right to the station. Getting it hot and testing on a windy day also helped it pass the "visible smoke" test, which it failed once.

It burns about 1 quart of oil for every 1k miles. The catalytic converter was replaced with an aftermarket one right after I bought the car, i.e. 30K miles ago. No check engine light for now.
