Why Medicare/SS is broke

My pops sells insurance etc. and does financial planning. He just showed me something astounding. I'm sure I'll jumble the details, but here's the jist of it. With medicare, you got to buy a supplemental insurance policy to cover the high dedcutables of Medicare. Regardless of whether you used medicare or not, the Gov. is in some circumstances paying the supplimental coverage companies/HMOs 400 bucks per month ON TOP of the premiums your paying to the same company. So, these big insurance companies are essentially gettin back what they put in to the RNC. Round and round we go I guess...
 
Can you name the circumstances?

We have a situation in Canada where the labour unions essentially hold the governments hostage with their wage demands and unions. New facilities end up costing twice as much as necessary, unionized janitors get paid more than highly trained professionals such as nurses and dieticians, and waiting lists become so long that most of the affluent now travel to the United States for their medical treatment.

Also we have a government-subsidized prescription drug system that is heavily abused and overused, often with delitrious health side-effects.

In other words, there is no free lunch.

Countries that do it without collecting premiums pay for it out of general revenues and by rationing health care.

You get what you pay for.
 
I guess I'll have to explore the details more with my Dad, but he was elluding to the fact that the $400 additional premium the government is paying is ONLY to certain companies, like a kick back. This money is in addition to the FULL cost of the premiums customers pay to the HMOs/Insurance companies for policies that cover Medicare deductibles. These certain insurance companies get this money every month regardless of service rendered or not.
