I believe that the flashpoint of PP went South when PZ reformulated to meet Dexos1 Gen2. PP D1G2 5W30 flashpoint is 207C while PUP (non-D1G2) 5W30 is 224C, both using ASTM D93 test procedures.
Flash point is almost entirely to do with transport and shipping regulations and little to do with performance or quality. I have never seen flash point used as a performance indicator.
