I have plenty of rulers. I need that metal thing sitting on top of the ruler.....

Looks like a 2-1/4" hairpin-style cotter pin. This was the closest I could find:

This wasn't the only one, and there were cheaper options. I guess it would depend on the requirements including strength. Some of these have to be really strong.

The last time I saw one about that big was on a bear box in a Forest Service campground. The original mechanism had failed, and someone retrofitted a combination of a barrel bolt security latch and one of these inserted to keep the bolt from turning. I guess they thought that maybe a bear wouldn't be able to pull it out or something. I put it aside and used a carabiner.
 
It just holds the security bar on my Z turn that will protect me in a rollover. I can't figure out how it came out.
 
After making 3 walk overs on my yard I finally decided to ask for some help. As I was about to give up, I asked Him to help me find the pin (Parts Tree.com said they are no longer in stock). In about 10 steps I looked down and there she was. The only problem was I haven't found this hairpin cotter pin. So it's Jesus if you lose 'em and Jesus to help you find 'em. LOL

I would have asked him to mow my lawn and trim the hedges while I drank beer on the porch.

What you have is a cotter pin. Jesus Clips, aka Circlips, look like this. They're called Jesus clips because they usually fly off into a low earth orbit when you pry them out, leading to the person removing it to yell "Jesus [censored]!" as they duck for cover lol

Haha! I now understand! I've called that style of clips a lot of things. Putting them on and taking them off. Actually, I didn't say them but I sure thought some phrases that involved "mother" and "God".
 
Those cotter pins are very common at any local hardware Ace etc,or box store (lowes,homedepot,menards)

Tractor dealers carry them too.

ie my local john deere dealer has them by the drawer full they are used on the height adjustment for the deck gauge wheels.
