I think I can explain this, most global companies that utilize Global sizing have mannequins and patterns that are sized to the standard of the local size of that country.
It appears that different countries globally have different sizes set as their standard, when I say standard meaning large, extra large, medium, small etc.
China is a good example of a mismatched sizing to us standards.
Some companies even will say that an extra large is a large in a American standard size.
Shoe sizes as well as the Euro standard and Chinese standards are all over the board, they try to match them to a US Standard but it's not always a hit.
