what software to "white out" PDF before upload

I found pdfescape which is a website that allows one to upload a PDF, fiddle with it including white out, and then download. That sounds good to sanitize UOA reports.
 
The trouble with that approach is either you trust the website and it's output, or you pay for the advanced PDF tools required to verify, which then gives you the tools to do the job in the first place.

Much simpler, and guaranteed to keep redacted information out of the file, is to take a screen shot of the PDF resulting in a jpg which is easier to deal with online in so many ways.

On MacOS
Command-Shift-3 = full screen shot
Command-Shift-4 = crosshairs to select any part of visible screen

I know you can do full screen in Linux and WindowsOS but don't have the commands handy. No idea about partial selection on those.

If you're posting a UOA, you're going to be posting it as a JPEG image anyway, and not a PDF. So why not just take a screen shot of the PDF, then paste it into some image editing software (Paint or Paint.net for example), and then brush out personal information and save as JPEG.
 
You might want to see if you already have an image converter.

For example: Ubuntu comes with ImageMagick so one can just type "convert VOA.pdf VOA.jpeg" at the command line and you get a JPEG file that can be edited with pretty much anything. I expect Windows and Mac have an equivalent.
 
go old school. Print it then put a piece of paper over your name, scan it and upload to site

It's called "redaction". Quattro Pete was correct, since you're uploading it as a jpeg image, just grab a screenshot, redact the information in paint, and save the image as a jpeg.
