What is happening in this picture?

Look at all the zip ties in the engine compartment, there's even one wrapped around the master cylinder! I'd like to pick up a C4, obviously this isn't it.
 
Are those pebbles? I can only think he thinks the pebbles will make the tires go flat.

Thought C4 came with run-flats. What is today's equivalent?
 
I REALLY don't like all that tree/leaves debris all over the cowl at the base of the windshield. Car looks to have been badly neglected.
 
5 years sitting in the Arizona sun? All the weatherstripping is cooked and paint is toast. The motor will smoke blue like nothing else. I owned an old Arizona truck before. Never again.

If you get an old car from the midwest it will run like a champ but be a rusted out mess. OP C4 vettes are cool and can be bought cheap. Keep shopping around. another couple grand could get you a good driver.
 
Maybe their backyard floods in the rains we were having last month? My grandmother's house flooded a bedroom 2 times last month and once this month.

Exactly. You go to the SW for a good shell, and the Midwest for interiors/ mechanicals
 
In Canada that car would make a handy little grow-op. With skirting and the seats removed, I could rent it out as a winter home for Ricky or Bubbles.

I assume because you can get a "runner" for $350 that's rotted in two.
 
Now that I think about it more a guy could make a killing up her in the Midwest by getting this for 2k, get it running with some fresh fluids, spray it flat black in a garage, add two red vinyl or spray paint stripes to the driver fender and resell for $5k.

Because in the Midwest these 1980's cars rust in half before they get high mileage unless they are garaged and not winter driven.

A C4 that's been sitting out in the Midwest will be all scaly and nasty underneath.

Find one in the south it will be rust free but probably have crazy high mileage.
