What exactly is LV brake fluid?

It's still a blend of polyglycol ethers, glycol ether esters, and polyglycols like standard glycol-based brake fluid it's just lower viscosity (LV) for faster ABS valve actuation.

Sure can, it works very well in colder climates also.

Yes, but it's mor expensive to buy.

However, if it gets real cold where you are it'll help any car that has some form of ABS or traction control using the brakes, during winter.
