That's correct. The bearing is sealed and protected from water contamination by a) the seal, and b) a vent hole that allows any liquid that does get past the seal to run out before being forced through the bearing. That's why leaking water pumps usually are pouring the water out of the weep hole.

Water wetter claims to aid pump seal lubrication. But on a race car, its probably not a deciding factor in pump life if Water Wetter is not as good a lubricant as antifreeze. Besides, some racing classes FORBID antifreeze because it makes the track too slick and takes too much clean-up if it leaks, and Water Wetter is about the only option to inhibit corrosion and provide SOME water pump seal lubrication.
