Walmart online oil purchase has oil fees?

In South Carolina there is a waste oil tax / fee they collect at wholesale. Walmart has always added the line item here, including in store. I am not sure how exactly its supposed to work - because it was supposed to be at the wholesale level so it is supposed to be embedded in the price? Maybe because there is no SC wholesaler between walmart and the supplier?

Anyway the good thing about the law is that the municipal recycling centers must collect used oil for free from consumers - by law (not businesses, thats different). So I don't have to go to the parts store and beg them to take my oil.
 
Here in metro Detroit ordered M1 0W40 FS on sale just shy of $25, pick-up at store. After accepting the order, they said unavailable and substituted to 0W20, so I cancelled. Tried again as offer was still available on their website. However, received notice unavailable again for pick up, but they offered free delivery on the same deal. I accepted and the 5-quart container arrived the following day. Pleased with the outcome assuming it's NOT counterfeit.
 
You forget the bags in the car. Buy 10 more reusable bags at $0.25 per bag. Grocery store profits.
It isn’t solely about profiting though. It is about the impact plastic bags create on the environment. Disposable one time use bags are an eye sore on hwys and road sides as well. The additional cost is supposed to create the habit of bringing your own reusable bags.

Also an aside: Sometimes I have a hard time figuring out whether people around here are pro-capitalism or anti-capitalism. Everyone seems to be pro-capitalism when they are the ones profiting, but then seems to be against it when others are the ones profiting.
 
This seems like a local or state issue because I’m not seeing here in Texas yet. Companies have to abide by the laws and regulations, so if there is a tax or fee issued by the government, that is a government mandate and not on companies.
