Nothing much you can do other than call back their number and mess with them. If you have nothing better to do for a few minutes waste their time.

How the heck are they leaving VMs without the phone even ringing?

I get lots of silent 20 second voicemails, no idea why spam callers do that.

The VMs you get that don't ring, do they show up as an incoming call in the call log? Service provider might be sending them to VM before the phone even rings. In your Visible account there's also some kind of Spammer setting.
