VOA+UOA YF Sonata 2.0T 112K-117K miles M1

Those are not depletion values but just error rate between two sample points. Many people have posted VOA's where they sampled twice and the numbers were off by many ppm's. This is why VOA's and UOA's are to be taken with a grain of salt.
Blackstone was specific in their memo few years ago that their VOA will not be as precise as UOA. Reason is that there are much more UOA requests, so their methodology is focused on that.

OK, throw out what percentage you consider as a +/- error rate for VOA, UOA and/or betwixt the twain.

Is this part of the reasoning behind them or any lab wanting to know the make and grade of oil submitted?

I think make is given. They can maybe assume brand, but that is not factual based knowledge. Also, additive packages, base stocks differ in different batches of oil. SOmetimes manufacturers have to change composition due to logistical reasons etc.
Grade? I think reason for knowing grade is that if manufacturer claims that oil is 5W40, and KV100 is 12.6 (hypothetically) if VOA shows 12.4, it is actually 5W30. Oil batches differ, they are not always same. That is why manufacturers say" typical properties.
