Using an existing 4 conductor wire to supply a 220 v surface mounted heater with electric fan

Sometimes it's like pulling teeth...

So you're saying that the fan never stops, but sometimes the outlet air is not heated-- it is blowing cold?
To be more accurate it runs until the temp sensor clicks off. Once it cools a bit, it starts to run again. There is no wall thermostat to control the room temp.
 
Thanks everyone. The next step is to have a qualified electrician to check the wiring and once straightened out, to add a room thermostat or to tear out that heater and put in a proper one.

If it's shutting off due to overtemp, there is an air flow problem into the unit <or> the unit is positioned too high instead of low - or that room is a Sauna.
Or maybe the thing is just a bad design/defective
 
Sounds like it works OK just wire hot all the time. A temperature controller and cheap 120V single pole or 240v double pole relay would do the job.
