unlocking tailgate on 2001 Jeep Grand Cherokee Lar

I cannot seem to get my tailgate open. The handle will pull out about an inch or so, but the tailgate gate stays closed. Does not seem to matter whether the electric locks are locked or unlocked.

From the inside, somewhat near the center I see maybe a 2" square access hole that probably had a cover plate that the prior owner popped off and lost.

Ideas on where to start?

You have to manually unlatch it from the inside door panel. I bet the outside handle to latch rod is off.

You should be able to remove the trim and open the tailgate by pulling the rod inside.
