I have seen a friend of mine who owns a body shop do absolute magic on yellow headlamps.

He uses some of the 3m professional buffing products for paint, they have a little grit in them.

The key is to use a high speed orbital buffer..

I cleaned up my son's 2001 Honda Civic just using PlastX from Meguiar's. They are clear and were fogged up, now look great.

I tell you what, I've been too busy to do anything to these headlights. Definitely need to re-do them. After 6 months they are back to the way they were, foggy, but the good news is, no yellow has returned. I will see if I can get around to this job this week so I can determine if just the polishing compound can reset it to clear or if I need to lube/sand again to get it right.

This time, I plan on putting two coats of Nu Finish on. Mind you I didn't buy it for this purpose, I picked up the bottle of unknown age from a garage sale for ten cents. It's half full. Why not? I spent a buck at this garage sale and also scored an unopened bottle of PS fluid and three of those yellow sponges that came on Turtle Wax cans. Sweet.
