Trailer Hitch PAINT dilemma

I have a slightly rusty trailer hitch welded on from factory.

Looking to clean it up, it isnt pitted but isnt solid rust layer.

How deep into a process do you reccomend going? Hand sand it scotch brite of a certain color? Denatured alcohol prior to paint or paint thinner wipedown? Rustoleum flat black?
 
They spray CarWell on my trailer hitch when I go to get my vehicle done in the spring. It looks painted dull black. I would consider CarWell or FluidFilm rather than paint.
 
I hit them with black rustoleum every fall or so. I'll also crawl under the trailer and sweep the dirt off and spray. I've known other people to do this with trailers and while not the full monte plan of rust protection, it works fine. Being that I own a tundra that was developing surface rust on the frame and axle, I've included it as well and it seems to be working.
