Toro Front Wheel Drive

It will probably come to me in the middle of the night, but...

I changed out the trans on a front wheel drive Toro today. The owner didn't bring the belt cover with him when he dropped it off. When I push the mower forward, the trans tips forward and tightens the belt, which locks the wheels up. Is this because the cover holds things back just enough to keep the trans from lurching forward enough to tighten the belt? Maybe I lost a spring or something meant to keep pressure on it so it will only tip forward when you pull the cable for self propel. ARRRRRRRGHHHHH!
 
For everyone's mower brain bank, when the cover is put on, it holds the drive cable down far enough that the trans can't "roll" forward and lock up the wheels because the belt tightens.
 
Cool. You had me thinking on this one! I don't know that I've ever worked on a FWD Toro.
