Toluene and emissions

Just passed smog test in PA. HC were up 34 compared to 22 last yr and CO was 0.04 compared to 0.02 last year. NOx stayed the same. Is the toluene in the tank responsible for this ? BTW, i did notice better throttle response from my 10:1 engine
 
There could be a lot of different variables. The most important one would be how hot the engine was when it was inspected. Whenever I have to do tailpipe tests on cars, if it was dropped off and the engine was cold... I would just test it with the engine cold and hope it passes. The hotter it gets the better it runs (within operating temp range)
