No belt showing, that is purely cosmetic. Use it with confidence.

I'd rubber cement that down and roll on. If fiber or belt was showing, replace.

What's the age of the tire and the overall wear of it. If old and/or worn you may as well replace it.

If relatively new, and no belt showing, then I don't know...

Looks like a job for shoe goo. I say this because I was looking at the reviews a while back and I seen someone say they used it on their tires.
