When no manufacturer specific recommendation is given its always best to use industry accepted standard as oil lubed threads will generally not throw the torque reading out of min/max range for the bolt or threads.

They also go on to mention info about moly lubes which you wouldn't use unless specified by the manufacturer, ditto thread lockers as they can also effect torque values. In your case lubing the threads with oil on those bolts is the safe bet.

OP, when I reinstalled a cam in my old Mazda JE engine, I followed the tightening sequence in the shop manual and also, as you've suggested, tightened things up in several passes. It's been 2+ years since, and no problems so far.
