As mentioned, that scooter was most likely put there by the person using it to get to their car, and the logic was explained on why they couldn't put it back. And that seemed to bring out some unjust rage and blame of that person. That's how it read to me too.

I had a PM years ago who tried to cook 2 Thanksgiving turkeys in his new turkey deep fryer. He decided the first one he cooked wasn't quite done enough, so he put it in his grill while the 2nd one cooked in the fryer. A little while later, the side of his house was on fire due to all the peanut oil in the 1st bird igniting inside the grill.
Darwin award for sure.
