They wanted to offer cheaply made and mass-produced miniature cameras not much larger than what had been done 20 years before at a high cost. This is my grandpa's Minicord, a 16mm twin-eye reflex camera that still works. 110 film is also 16mm wide but more convenient than film spools.

Are you referring to the fact that slides in 110 format are super small? IIRC, it was something that 110 camera users wanted. I remember seeing some 110 slides. They were so tiny. Perhaps that is why it is ISO 64, in hopes of getting a somewhat decent image out of such a small slide.
