What would chains do for us in the Northeast where we don't often have to worry about really deep snow or sustained ice?

I really do not know, so I am asking out of curiosity.

We do get deep snow here and there. It's really for climbing the steep hills by my house, as well as braking down those steep hills. THis also includes when the snow gets very packed, where the rubber & tread pattern have difficulty getting traction especially when I'm braking down a hill.

Sometimes, when a snow emergency is declared, the snow emergency routes, while the their definition of a "snow tire" is very broad, does stipulate having snow tires and/or chains.
