Need details here man!!
Came up upon it at the expressway onramp....pulled the dash cam videos....it looks like the two parties involved are there near the curb, one sitting, one standing and with a phone. That is a notorious intersection for red light running and illegal lane changes. One has to drive in Phila. to understand what the Wild West is like.

For example, a person can be in a left turn lane, waiting for the left green arrow--cars will make the same turn both from the right, and the left of the single and proper lane. When they do it from the left, they are over the double yellow and on the trolley tracks which is coming head on--I've never seen a trolley just keep going and pile head on into the illegal line of cars--it will stop and honk. I know for certain this isn't the way people drive in Calif nor Ontario Canada.

Another accident on my dash cam going to work yesterday.

Appears to me both cars had a green light, and for some reason, a Nissan making a left turn just crashes into a Chevy. I can't see any reason replaying the video how the Chevy could have done anything wrong making a right turn.

In this scenario the car turning left could have simply driven away but she didn't.

Lemme guess? F1 trained driver???
It's weird, in that the crash site is not far past a stop sign, so there wouldn't have been a chance to build up much speed. I mentioned the winter tires because it's not unusual for vehicles with AWD/4WD to not run winter tires.
