Strut bearing or steering rack...

I have an '06 Chevrolet Malibu Maxx with the electric power steering rack. When turning slowly to the left while driving slowly I feel a pulsing in the steering wheel. Is this a strut bearing problem or steering rack problem?

Have somebody put their hand on each front spring while you move the wheel back and forth. If the spring feels like it's binding then the strut bearing plates are bad. The bearing plate should also make noise that coincides with the binding.
 
40K miles. I have read that this car has a history of problems with the steering rack. It would be nice to install an old fashion rack with a steering pump rack and get rid of the electronic one.
 
can you kill the key and roll with it in neutral and see if it still does it? Eg take the PS out of the mix.
